I do music production as a hobby, and the two things you will basically need are lots of cores and lots of RAM. Get the RyZen 1700x and buy a cheap dedicated GPU with it like this R7 240. You could even get the 1700 which is a bit cheaper and comes with a cooler.

Even cheaper on Amazon!! The item is free (rebates cover $35) and you just pay tax if you a Prime member!

The price on that machine is shit for being a first Gen i5. You can go to ebay and buy 3rd gen i5s refurbished Dells for around 150-200
