Not leggings, but the Berkshire cozy tights are my absolute favorite. They run a little on the smaller size (I wear a US 10-12 and bought a 1x, which fit comfortably) but zero issues with my thighs and they're high waisted and I find they stay in place well.

You also might have good luck with the Balance Athletica OG pants. I don't love them for working out, but they're comfortable for everyday wear, and the waist definitely tapers in more than any other brand I've tried.
