I'm curious, where did this bracket come from? It couldn't have been OEM as Subaru does not make a no drill bracket, at least not to my knowledge.

I know there are some aftermarket companies out there that make double sided tape style brackets for some of the Subaru vehicles, because I have one for mine here.

As far as the dealer drilling holes in the bumper to mount the front plate, it is a unfortunate thing, but they do it because by law the front plate must be displayed if you are residing in a state that requires it. You can request to have them not drill holes and offer another solution like the above plate bracket or one of the other relocation kits out there as well, but they will at least have to advise you on the legality of the front plate.

TL;DR: Subaru doesn't design the front bumper with a bracket.
