I'm planning on building a high-end PC where I prioritise looks (black and white theme), noise, and value-for-money. I have a few questions, thanks in advance to anyone who helps:
Thanks!

Not too bad, but louder for sure under full load. I recently switched out some fans for Noctuas and Corsair SP120 Quiet Editions. Made a noticeable difference in noise, and temps seem similar. Overheating isn't an issue for me, nothing is OC'd right now.
http://amzn.to/2frje1i on the rad.
http://amzn.to/2eCjBEQ on intake and exhaust.
Those are all PWM, so I have two of the Noctuas on the graphics card, so they only turn on when the GPU is under load - off during normal use. The radiator fans are hooked up to CPU 4 pin, so they also adjust to the load.
So under normal load (browsing the internet or whatever) the case is nearly silent.
OK, so I ordered from a couple different places (shipping reasons mostly).

I had a hard time finding the bracket that mounts the pump/res to a 120mm fan, or the radiator, but eventually did find it very cheap here. You'll definitely want this if you're building in the P3, since there is no other real place to put it especially if you want to mount the res vertically:

it would appear they are pwm http://www.amazon.com/Corsair-Series-SP120-Quiet-Edition/dp/B00C249PEO
Unless you're running dual gpus and a crazy overclock then this is all you really need. Also, you should use these fans. Corsair Air Series SP120 PWM Quiet Edition - Twin Pack (CO-9050012-WW) https://www.amazon.com/dp/B00C249PEO/ref=cm_sw_r_cp_awd_AUjPwb4NE6ZVK. Best fans I've ever used. Amazing static pressure and dead silent.
sorry for the late reply went to bed but ya for good performing fans i would either say Fractals venturi fans or Corsairs i don't really know any good RGB fans if you were wanting any of those so would have to ask someone else or do some research.

I'm going to be using these. That should work, right?
It sounds like cost is the priority. I assume you're looking for rad fans. You can get Corsair SP120's for a little more than that. $25 for two performance editions or $30 for two quiet editions. You might be able to get them cheaper elsewhere, since I was only looking on amazon.
