I'd recommend going to any website where you can buy electronics and searching for the keywords "7700hq" or "6700hq", then sort by least to most expensive and get the first model that suits your taste. 6700hq and 7700hq are model names for very good CPU's. The CPU is the most important component if you're going to do CAD. The next priority in importance is RAM. 16gb should be enough for CAD, but if you're going to be opening large files in photoshop, you could consider 32gb. Video cards are not that important. I say this with confidence because unless you're going to be gaming, basically all graphics cards on the market will be able to handle the heaviest of CAD applications. Most cards will handle moderate gaming as well. Next, an SSD is very important for speed. They're a bit pricey, but the difference in speed is humongous. A small one of 256gb will be enough for your applications. If you're going to be storing large data, you can get an external 1tb hard disk which is much cheaper than an SSD of comparable size.

But to your actual question. It depends on what you are making. But at that price range, maybe something with a decent i7. A decent graphics card and a fair amount of ram (def no less than 8gb but imo 16 is a god send)

Sounds like you can get a GTX1050Ti, although Linux does run better on AMD chips. If you have your mind set on running Linux in the future, I can only say to get a Lenovo ThinkPad as those run Linux exceptionally well, I have the ThinkPad E585 in mind, but if you want to stick to Windows and get some excellent gaming performance, go for one of these:

  Just note that the ThinkPad isn't as great on Windows because Ryzen Mobile has some driver issues that only seem to affect Windows, so the ThinkPad really is a great option for Linux users, but less for Windows users at this price point.

i finally was able to watch that video, and it proved very informative (thanks!). i was messing around on amazon and found a configuration of the 7567 that i liked (16gb and a 512 ssd), but i can't figure out if the display is TN or IPS? here is that link- the video mentioned them switching from TN to IPS and i'm a little confused on that now.

also, on amazon it's listed as a 5577, so is that that same thing as the 7567?

A little more but you get an IPS screen, better graphics card but you lose 8 gigs of ram.

also in the same boat, looking for a laptop that will last 4 years through college. Though I would recommend waiting a little bit because Intel is releasing their new Coffee Lake Gen 8 CPUs and these machines will be discontinued soon and replaced with the more powerful machines with the Gen 8 CPUs.
