I have an iPad Pro 12.9 that I got in 2016 (model A1584). Yeah, It’s always been a slow charger, fortunately, it has good battery life (big battery). My experience is there are three keys to good charging speed: 1) Get a good brick. I like the ones from Anker, I have evaluated others. 2) Cables matter and go bad, fail in different ways. It won’t matter how good the charger or cable is if there is too much crap/oxidation on these. I use a spray called “Deoxit” from Craig Labs, not cheap again, but it is safe and lasts a long time. Yes, you can get somewhat better charging performance by doing all of the above. If you have an in-line USB current/voltage/power meter (Geek here) you can prove it to yourself. These are also really useful for telling you when to throw out a bad cable or charger or to help figure out which isn’t working.
