I find that my Phillips Norelco does a pretty good job, so long as I clean it out with a brush after ever other use and use a shaving gel.
I use a double-edged safety razor and Dr. Bronner's shaving soap. Pros: closest shave I've ever gotten with my stubborn dark hair. Cons: have to be slow and careful, going in tiny little strokes, so that I don't cut myself.

Use this to trim the long hairs before a shower.
A nice long warm shower, get out and don't dry face.

As soon as the yellow strip on top goes white change the blade.
It sounds like you're pressing too hard with the razor, or using a dull blade.
Having a good razor is a must. I like these. When you shave, you want the blade to glide over the skin, without pressing into the skin. A good shaving soap might help. This is my absolute favorite.
Exfoliating between, or prior to shaving is a big help. A good loofah should only cost a couple of bucks, but it saves you so much hassle.
Don't get discouraged. After all, "practice makes perfect". :)
