My elm327 (this one) has worked for all OBDII cars I've put it in. Sometimes it takes a bit of effort to make sure that my phone can understand what it's broadcasting, but I haven't found a dud yet.

My advice is to make sure your phone's app found the right decoder to use, and if that hasn't worked, your scanner might be a bad apple, which isn't terribly uncommon among cheap scanners.
