1. You can always add in more RAM later. You probably won't use more than 8GB though.
2. I like DELL monitors but you can always look for another cheaper one. The DELL is an IPS so it looks pretty.
3. The H80i is really there only if you're looking at overclocking. Otherwise, it's overkill for stock settings.
4. The Windows 8.1 license really brings the price up. If you can find it anywhere for cheaper or you have your own license, that'll help you spending considerably.
5. If you don't necessarily like the case, there are plenty of others out there. I'm not sure what type of case you like so I figured I'd go with the one you mentioned.

EDIT: PSU might not support the card EDIT2: you'd need to replace the PSU to put that card in, which at that point might as well be prebuilding, lemme find a diff tower... EDIT3: Gah, cant find any with a 500w PSU, getting the acer linked and a 750ti would work but it wouldn't take advantage of the budget and isn't but so futureproof.

Can't really go wrong with a GTX 970. You should be able to find them as low as $330.

Unless you're doing heavy duty code compiling, video editing/rendering or something else that heavily benefits from parallel processing, you could save yourself $100 and come down to an i5 and see no reduction in performance.

You'll also probably not see any benefit in having 16GB of RAM as opposed to 8 unless you're setting up a RAMDrive or using VMs.

Don't forget to get yourself a good stable PSU and a solid state hard drive as well.

I don't know where you saw a 970 for $400, but amazon has an EVGA GTX 970 for $366 before shipping. It's probably the most future proof you have on that list, plus it's power draw is relatively low (not sure if that's a concern for you or not)

I think you will want to go with this card instead of the one you posted in your edit. http://www.amazon.com/EVGA-GeForce-256bit-Graphics-04G-P4-2972-KR/dp/B00NVODXME/ This one is the same price but has the ACX 2.0. 2.0 runs cooler, takes less power and makes less noise.
