Measurement is simple. Find something as similar to a cloth string as you can, but I personally used a random string-like thing around my house.
Once you have your measurements, grab a sports bra in your size. I would recommend this - it's cheap, the sizing is S/M/L/XL and it's stretchy so you don't have to worry about not knowing your size too well; as a note, the bra will probably tear a bit from you wearing it, so don't fret if that happens.

They give you minor fake breasts that are noticeable if you have a pretty tight top on but are otherwise rather hidden. It's definitely worth it for being able to look down and see boobs, though.
Discretion is harder, and it depends entirely on your living and financial situation. If you buy something and someone can view your bank statements, there's obviously a risk there, and if you live somewhere where your packages might get opened by others, there's risk there.
