You could go with the Gigabyte AB350M-DS3H, It’s even cheaper. Despite the name, it’s actually an X370 chipset.

That’s what I use with my Ryzen 2600 + RX 580 combo and it works great.

Why is b450 required for this rig? Yes I'll concede that b450 has some specific points that are better than the b350 chipset, but we're not dealing with an overclocking chip or anything in particular that would give a substantial benefit the user here. I'd instead propose https://www.amazon.com/dp/B079NH98GS/

"Board twice the price" of what? The CPU? The cheapest B450 board on Amazon right now costs $70 while the cheapest B350 board costs just $50 (which BTW is the same as the cheapest A320 board). None of these boards are anywhere close to costing a $110. If the 200GE was unlocked and someone wanted to build a super budget PC and overclock it they would more than likely go for the cheapest B-series board.

The Ryzen APU's have been out for over three months now, and while much of the older stock of existing board has probably been cycled through by now, it is possible that you could end up with a board from the older stock, making the bios updating procedure necessary. If you get a board that has the Ryzen 2000 ready sticker on the side of the box then you should be fine, otherwise you will end up having to do a bios update. The ASRock X370 Pro 4 board is the exception to this and apparently so is the Gigabyte GA-AB350M-DS3H board since they appear to have the necessary support out of the box, probably because they were released at around the time the Raven Ridge APU's were going on sale.

Clocks in just around budget.

If he doesn't want to build, then some kind of prebuilt like this HP Pavilion might do it, probably will want to add more RAM and an SSD.
