I haven't used it very much, just cuz I feel like an idiot using it in my college gym. Once I start working at my home gym I'm going to include it in my workout since I have a long thin neck.
Building some muscle mass in your neck might help tighten up skin by filling out your neck and leaving less "slack" skin.
A neck harness is a good go-to for getting a bigger neck.
You could also strengthen your neck through some neck exercises.

This is a neck harness. It is technically not necessary for doing the program. The base program is just the big 4 with squats Monday and Friday, deadlifts Wednesday and the two presses alternating. Everything else is optional assistance.
I've seen building the back & shoulders really help those in neck tightness, especially older women. High volume lat pulldowns, rows (seated/machine), & rear felt flies work well.
Provided you don't have serious injuries, you can work your neck muscles directly using a neck harness. Some lucky gyms even have dedicated machines to work all angles.
