I use this and have it registered as Dinger AV Switch on my Harmony hub. Seller says it doesn't support CEC. You could also just turn off CEC for your TV, which is what I did long ago.
My guess is that they're using a customized raspberry pi along with an HDMI switch to make the transitions between consoles fancy. You can essentially get the same results using an HDMI switch box and duplicating displays between different monitors/tvs using HDMI cables and adjusting your display settings.
