I'm going to say right off the bat that you should know what you're getting with $100 worth of computing power. You will not be able to run any graphic intensive games on these machines, and running a youtube video on 1080p might be a little too choppy. That said, these machines are perfectly capable of word processing and web browsing, which might be all you need.
With the price range you're going for, you're pretty much restricted to Windows Starter 7 or Windows XP Home Edition when it comes to operating systems. Windows Starter 7 isn't too terrible, the biggest problem to you being a loss of Windows Media Center, and customizing options (Aero Glass and maybe changing your desktop background). Don't expect to play CDs on them either. XP works perfectly fine, but you might feel a bit disappointed still operating on such an old OS.
If you're going for Windows Starter 7, then maybe Acer or Samsung is right for you. They look pretty solid to me. Yes, Atom processors aren't exactly something to drool over, but it gets the job done. Note that the Samsung is 2 pounds lighter than the Acer.
If you'd rather have something running XP, then Asus Eee works fine.
My suggestion is to at least pay a little bit more for Windows 7 Home Premium and call it a day.
Seriously though, you can do so much better if you're willing to pay $300 (i.e. something actually fully functioning). Getting a laptop for $100 almost sounds like a joke.
