If you're willing to carry around a smallish bag. I think this would work.
First you would need a Bluetooth mic or ear piece that has a small power source. Dismantle the ear piece so you can glue all the components within your mask. Test the positioning of the mic before permanently gluing it in. Also, if you get a device that charges with micro USB, make sure you can plug it in.
You'd then need some kind of smart device (old smartphone, tablet, ipod, etc...) that can pair with the mic, have an output jack, AND some app that can output the mic directly to the speaker. You probably wouldn't want to use your phone since receiving calls would confuse things, and it would drain your battery. I searched the Google play store just now and they have a megaphone app, but it echoed when I used it with my phone mic, so you might want to try find a noise canceling mic, although, I doubt it would matter much since the speaker and mic can be separated by distance better than the mic and speaker on my phone.
You'd also need a portable speaker with an input jack, and a 35mm cord to connect the speaker to the smart device. Something like this would probably suffice

So, basically just glue the mic into your mask, pair the mic with the smart device, then plug the output of the smart device into the speaker. The only limiting factor is how much space the mask has. I hope this post made sense, it seems simple in my head, but it might not have come off that way when typed.
Good luck on your project! I hope whatever you decide to do works well for you.
Buy a portable bluetooth speaker and connect your iphone to it. This isn't hard yall.
This will be louder than your car speakers were and you can link two of them together; http://www.amazon.com/HMDX-HX-P230BL-Bluetooth-Wireless-Blueberry/dp/B007R6HUEE/ref=sr_1_12?ie=UTF8&qid=1406904158&sr=8-12&keywords=bluetooth+speaker
First item I searched with prime
$29.99 with prime or $19.89 + $4.99 shipping with non prime.
I'll even post the side note by amazon.
Note: This item may be available at a lower price from other sellers that are not eligible for Amazon Prime.
Cheaper on Amazon
