Had both, used for my phone and my laptop. But now I'm using a UE Boom 2, because the waterproof part of it is amazing (for vacations and if I use it outdoors, living in Washington it rains a lot) and love the sound.
I'd suggest giving the JBL Boost TV a look. I have an iPhone dock by them, JBL OnBeat Venue LT, which shares the same specs (60Hz - 20kHz, 30W, same drivers) just this is a slightly different shape and purpose. Its a little over your budget but, other than portable speakers and generic soundbars (not good), I can't seem to think of much else. If you're interested in the portable route, I'd highly recommend the JBL Charge 2+ really impressive little thing and sounds great. Gets loud for what it is however I'm not confident it'd be loud enough for an apartment.
Assuming they're as similar as I believe they will be, the Boost TV seems to be a great option for you. Goes plenty loud. It fills my small home fully with sound and I've used it for a few parties at other bigger houses. Volume is very impressive for the size and it sounds great. Deep punchy lows which rattles mirrors and pictures in other rooms and the mids and highs are crystal clear. Sounds great to me.
I use a JBL charge 2. It fits perfectly in my bike's water bottle cage and I can also use it to charge my bike lights and cell phone if any of them are low on battery. Sounds great too!

one thing he may enjoy is a bluetooth speaker to keep out there for streaming music while training. I have the JBL Charge and absolutely love it

But to fit your descrition best you said beats pill comparable (the beats pill is awful). Therefore the JBL Charge 2 would be a great fit.
However if you want to get one of the best portable speakers around for a heftier price then the JBL Xtreme 2 is one of the best around.
