You can have 4 inch long scissors on a plane... You know, 2 knives screwed together... There is no logic. I fly everywhere in the US with these. https://www.amazon.com/dp/B00HAN2RRY

Edit, slight correction, per TSA requirements, they have to be LESS THAN 4" from the pivot point.
So 3.9" from the screw is ok. And putting them in a leather sheath will ease you through security.

Additional edit, scissors in link are about 2" from pivot, well within the requirements.

These will help you get the wire ready to put in the RJ45 end before you crimp it. It is just a nice pair of scissors that can cut through billions of metal wires and still work well. Any scissors would work I guess.
