Different mechanical keyboards use different switch mechanisms for typing, it is largely based on personal preference and they divide the switches into color categories.
The black switches are a bit harder to find on a consumer board, but the IKBC c87 is a great choice!
Drevo Excalibur is a compact board but still maintains a full sized key layout

You can get the same effect of F1-F12 by hitting Function +1-12 keys. I use Excel a lot where we use F2 and F4 a decent amount but very rarely use any other function keys. For me it was very easy to learn.
You're right, a TKL is a safer buy and you can find some really nice ones out there. To make things a bit more confusing there are tons of switches that you can choose from. For a first mechanical keyboard I might suggest Cherry MX Browns or Gateron Browns but Cherry MX Reds/Gateron Reds are very popular too.
