I have a MSI R7 250 2GB video card, in used and working condition, never overclocked. I also have a Corsair CX 430 PSU. The card goes for $60 new, and the PSU is ~$30. (For some reason, the PSU is showing as >$60 new, but that's a tad unrealistic IMO.)
Disclaimer: I've never used /r/hardwareswap before, and find the labeling system quite confusing. I'll be reviewing it (multiple times) before making any posts. But, if you have any helpful tips that I won't find in the rules page and/or sidebar, feel free to let me know. :)
Looking at the other Radeon R7 250 2GB options out there, I'd probably go with the MSI or Gigabyte instead of that XFX. Less than $10 more, for what looks like a much better cooling solution (hopefully cooler, quieter).

I would just upgraded what you have now instead of building a whole new pc you'll definitely need a new gpu I would get a MSI R7 250 it supports the mantle api so that should take some load off your cpu. The only problem is I don't know if windows xp supports mantle. That should run the game on lower settings. If you'll willing to spend more I would get 4gb of ddr2 ram off ebay and 2 core quad (like this)
