Probably not the D4. It's not a big light for taking an 18650 cell, but it's way bigger than the S1. I'd actually recommend the S1 Baton Mini. It's smaller and brighter and has a WAY better pocket clip, plus it comes with a battery and a charging cable.

Do not carry illegally. It's not worth risking a felony when there are plenty of other options. I would personally go with an Emerson/ZT collaboration the [0620] (https://www.bladehq.com/item--Zero-Tolerance-0620-Emerson-Knife--21378) it has the wave feature for quick deployment and is a good all around knife.
Also for flashlights the [Olight S1R] (https://www.amazon.com/Turbo-Version-Olight-Rechargeable-Flashlight/dp/B01LDG87ZE) is fantastic. Perfect edc size, incredibly bright and rechargeable.
Not exactly what you were asking, but thought I'd share my current favorite setup. I like lights (a lot), so I'm ok carrying both a headlamp and a flashlight. So I got one of each that both charge the same way via USB and use the same batteries. They're both exceptionally bright and relatively light.

They both use the same USB charging cable that weighs 14grams. I 3d printed a glow-in-the-dark diffuser for the S1r that's 3grams.
The batteries themselves (RCR123A) are 17grams each. They always last me a surprising amount of time.

If you're looking for something small I would either look at the Olight S10R or if you're willing to spend a few more dollars the S1R is a little bit smaller but with almost twice as much power at 900 lumens. Both these lights have been highly regarded for EDC.
I previously carried the Olight i3e and loved it. Very small, AAA, and very bright.
I thought I lost it, and was gifted the Olight S1R as a replacement. I've since found my i3e, but I still carry the S1R instead - it is an amazing little flashlight.
If you want a very bright light that fits perfectly under shoulder lapel. I recommend the Olight S1r Baton Turbo S. Around $50. rechargeable. side switch. very btight. very compact. easy to switch modes one handed.
