My dachshund puppy is 4.5 lbs right now so I understand your frustration. A friend got me this: http://www.amazon.ca/Kyjen-2743-Doggy-Blocks-Spinner/dp/B00E0JJ96I/ref=sr_1_20?s=pet-supplies&ie=UTF8&qid=1427156283&sr=1-20&keywords=dog+puzzle
I thought it would be waaayyy to big for her but she just has to knock the blocks over, then once she gets them all out (and gets the treats), she can scratch/swipe her paw at the yellow to spin it and reveal more hidden treats. It looks big, but it's actually really easy for them to do and really light, so a little pup like yours could probably easily handle it. Go to a petsmart or Winners (where i've seen them) and take it out of the box and take a look at it; my Daisy figured it out surprisingly quick and she was only 4 lbs when she was given it. FYI I'm in Canada so that's why 'Amazon.ca' and Winners is a Canadian brand of TJ Maxx basically.
I got a hand me down one from my sister. Her dog couldn't quite get the hang of it. We have this toy: Outward Hound Doggy Blocks Spinner Interactive Doy Toy Puzzle for Dogs https://www.amazon.com/dp/B00E0JJ96I/ref=cm_sw_r_cp_apa_qSbjybE10W3G8
Although my chihuahua usually clawed at the boxes till they fell out. A few people suggest getting this for bigger dogs since they can hold the squares and lift them.
There are some other good ones if you'd like to try something different. Some flip, some need to be shaken, and some rotate.
The one i have both rotates and has boxes that need to be lifted. When i use this toy I usually hide 2 or 3 treats (I don't fill it up), so she doesn't get fat :) you want to make sure to balance food and treats so your dog doesn't gain weight.
Good luck!
