Thanks for all the advice guys! I've sorted my problem by buying a roll bag that straps underneath the pillion seat. I went to my local Hein Gericke and bought this: http://www.amazon.co.uk/Oxford-Motorcycle-Weather-Waterproof-OL911/dp/B00A6SCNWE. I rode with it on the way home, and it absolutely bucketed down, so it was a good test of it's water-tightness.
