If you have 20 pallets, lean them against something and use a power washer to get the dirt off. Pick through them and discard any oily boards as you break up the pallets.

Then steel brush or use this thing https://smile.amazon.com/gp/product/B01M656PVL to get the rest of the dirt off if you want. If you use a wire brush, wear a REALLY GOOD dust mask. If you decide to use the Porter-Cable tool, you also need some sort of restraint to hold the board or the rotating wheel will toss it out the back of the tool with considerable force. Do NOT ask how I know this!

Don't plane or sand ... just cut and fasten. Leave the nail holes and don't do more than clean the boards and sand off any serious splinters for maximum rustic effect. I use a Stanley Pocket Plane or a coarse wood rasp to round off the edges a bit, but that's as "finished" as they get. I use a clear satin polycrylic as a finish to make a cleanable surface without yellowing the grey color everyone likes so much.
