Bad news. By how the logo looks like it's cracking, it looks to me like just a custom iron on transfer onto a basic apron. None of the basic components are that expensive, you just need a half decent printer, to buy the iron on transfer paper (something like this: https://www.amazon.co.uk/Inkjet-Transfer-Paper-Fabric-Sheets/dp/B004BF6BZI/ ) and to photoshop the logo yourself.
We did something similar in tech class back when I was at school, we made custom images and ironed them onto tote bags. I wouldn't recommend it as a day to day thing, the result looks cheap because it is cheap, but it'll get the job done for a costume prop.
I did similar for a group thing but I used a printer (lol) Print the image onto ink jet transfer sheets and then iron it onto the shirts. Worked a treat, washed well. There's a dark and a light type for applying to either a dark or a light shirt.
