I'd go for the 590 between those two options for sure.
I saw some decent prices on returned cards from Amazon Warehouse Deals if that's something you're comfortable with. Also the RX 480/580 cards seem to be a dime a dozen on local used markets so you can check that out too.

Here's another option: if you're an Amazon Prime member, you can get a Sapphire RX 580 4GB for $199.99. For current 1080p gaming, the performance is pretty much the same as the RX 580 8 GB version. The downside is that less VRAM may be a slight problem a few years down the line and you might have to disable some graphical features in the biggest triple-A games that you otherwise wouldn't have to with the 8 GB version. Also, I have to mention that the previous poster's build uses a RX 570 card that is currently out of stock on the Memory Express website.
