I run a 6300 in a m5a97 in my box at work, highest temp I've seen is 53C after a few hours maxing all 6 cores. You won't need anymore than stock, so scrap the cooler.
Photoshop uses OpenGL/CL for the Mercury Graphics Engine, so you're going to want to go with AMD.
You can get a used R9 280x on Amazon for as cheap as £125, or an HD 7950 for £110. Both are decent cards.
Edit: Here's some benchmarks showing what a GPU can do for photoshop performance. APUs are good for Photoshop too, but they struggle in other areas.

So probably just get the cheapest that is available then, on amazon/ overclockers currently this card is the cheapest. The fact that it has boost won't matter will it?

Ok. The 7870 XT has more bang for your buck, depending on what it's going for. Looks like only the XFX and PowerColor 7870 XTs are lower than the lowest 7950, though, and their coolers aren't as good as the Sapphire 7950.

I have a Sapphire Radeon 7950 that is only a year old, never used for mining or anything like that, just gaming, that I would be willing to sell if you make a decent offer.
