Consider a used 280X. Much, much better and cheaper. Mine's been flawless. However, that doesn't exactly answer your question. Get the MSI one, absolutely. 2 GB of VRAM is going to be too little for maxing out games. Also, while EVGA's coolers are nice (I have a friend that has that exact card), they're not as quiet or efficient as MSI's. I've got one running an MSI fan right next to me, and I can't even hear it. It's beautiful. I had an EVGA GTX 560, and that was much louder as well.

R9 280X. Best bang for your buck GPU in any price range!
Amazon has one HERE. I recommend Sapphire.

It's just slightly over your budget but buying anything cheaper isn't worth it. It's old but it outperforms the R9 380 and run on par with the R9 380X. It might be a bit loud though. But if you want to maximize performance at your price level you should look into a 280X, just make sure that it isn't too loud for your taste.

Edit: I'm rarely one who recommends waiting for newer generations of cards, but Nvidia's and AMD's new architectures are coming later this year so buying a new (and old if you buy the 280X) card might feel like a waste when the new cards finally arrive. You should weigh the pro's and con's.

Good parts for a gaming and overclocking, but most of all I'd say your graphics card is a bit lacking. I would go for a 280x instead. If you want to save a bit, drop the CD drive unless you absolutely need it. Otherwise the build is gonna totally rock. That keyboard and mouse combo is fantastic for $25.

If you read special offers and product promotions in the description of the Dual X version, it has the deal listed. The Toxic version did not. If I were you, call Amazon customer support and be polite yet firm about getting the 3 game deal with the Toxic.

measured my tower and it is 15" deep x 15" tall x 7" wide.

On the UK site, there are 3 miners complaining about their card, and one person giving it one star because they bought from a third party seller. The reviews are on on Amazon US or Newegg are fine. Sapphire Dual-X 7950 was one of the better/good 7970 anyways.
