Toss that 9400F and get a Ryzen 3600, replace the board with an MSI B450 gaming plus. Toss the 1660ti and get an RX 5700 instead. Ditch the Sata SSD and get an Intel 660p 1tb NVMe.

Personally I would go with the Radeon since it's giving you close to 2070 performance for about 2/3rds of the price according to reviews.
Both those upgrades are on the low end of your budget and will improve your desktop immensely.

Also if you are actually using that USB wireless dongle, get a pcie card. They're like 20 to 30 bucks at the absolute most for a name brand card.

That's the one I was thinking for $330. Technically you can flash a 5700xt bios onto it, but it runs hotter, and it's only recommended for dual fan versions. Gets you another 10%.
I am currently building an all white PC with an R5 3600 and RX 5700. I see that there is no white Navi cards at the moment. I don't want to spend the premium on an AIO so I looked up some of the reference blower style cards and found the Sapphire Radeon one to be the cheapest. I was wondering if a paint job could be done on this card. Is it easy to open the shroud? What screwdrivers will I need to open it up? Should I attempt it? I am quite nervous doing things like this.
