I would say get a belt. I have a pair of skinnies in size 12 (my old size) that are similar to what you described...but also I have them in a size 8 and they are also tight everywhere but the waist. I keep the 12s because they still fit perfectly fine with a belt.

PS: I got a belt called Skinnibelt that I absolutely love. I haven't had to buy a new belt throughout my loss, it sits flat and the elastic is just enough to stretch when you bend/sit but taught enough to keep your pants up!
