Why? especially the DAC part seems strange.
you dont need to fear huge expensive amps, get small and relatively cheap T-amp likes smsl sa-60 and it will drive comfortably most of the shit out there... if feel like needing more raw power then theres SA-98e
if you in $250 price range still feel the burning desire to have DAC then there are amps with DACs - SMSL Q5 PRO or FXAudio D802
also with passive speakers you dont risk humm noise from the amp being heard when nothing is playing which is oh so common with active speakers. And passive speakers tend to live basically forever, while active will die sooner or later thanks to build in electronics...
