In the event that you do have a problem with your USB ports or the PS4 itself, if you have just one working USB port, you could try buying a USB hub or splitter like this one on Amazon (I just grabbed one at random that said PS4, but it has 7 available USB ports in it and works with PS4, though if you have a PSVR as well you should read the comment in the middle of the page about the order to boot up your PSVR).

You could also try booting your PS4 up into safe mode — here are the instructions. A new system update came out yesterday I think, you might look in your notifications to see if one is available to install (or in the PS4 menu itself) to make sure you’re up to date. (You can also update system software from safe mode). Failing that, you could rebuild the database in the safe mode. And if that doesn’t work, restore default settings from safe mode (which won’t wipe your games + data but resets the other stuff like resolution, sound, clock, etc. as if you were setting up a new PS4).

And if none of that works, you could Initialize PS4 (reinstall system software), which WILL WIPE YOUR PS4. Make sure you’ve backed up your saves (if you’re the primary console and have PS+ then this will be done automatically but it doesn’t hurt to hit the options button from the dashboard on whatever game you’ve been playing most recently and upload all data to make sure your most current save is there). You could also back stuff up to an external HD or USB. You’ll have to re-install and/or download all your games again, too. So this is the last-ditch effort before taking it to a tech. You might try contacting Sony before doing this to see if they can guide you better. Also, the old fashioned shut everything down completely and then unplug it for a minute or two, then plug it back in and restart it might fix the error message (since you’re probably usually shutting it down to safe mode rather than entirely shut down).
