As of right now, Amazon.ca is still selling VisionTek RX 480 8GB for $309.99 CAD + taxes (free shipping).
I have searched high and low and so far this is the best deal for Canadians. It is the cheapest 8 gb model even when converted back to USD.
Also, Amazon.ca won't charge you until the item is actually shipped. So you might as well order one now to reserve it, but you can cancel it if you find it sooner or for a better price.

As you can see, they're both probably adequate for the games you are looking at, but still under the modern VR threshold...
If I was in your place, I'd be aiming at an i5 with an AMD RX480, witch should put you in a confortable spot, for current gen including DX12 and Vulkan support.
If you really need Bluetooth, then keep the adapter on the list, but I'm going to have to defend that you get a FAR better experience when using a wired connection instead of Wi-Fi. In my own personal setup I had to run a 17m cable through 4 walls (drill, baby, drill!) to get it and I would do it all again.

I have a gtx 1070 myself, so dont accuse me of being a bios fanboi. However, it seems like AMD is better value in the sub $440cad range in the canadian market.
