So this 270x or this 280. Both are in my price range but its for a budget build. is the performance noticeably different? or is there anything better for the buck?

the r9 280 can hover around there. Might be able to do better though.

can't speak to this particular version of the 280's quality, but that seems like something to look at.
The R9 280 is the best, followed by the 270x, then the 270. The performance difference between the 280 and the 270x is pretty big compared to the difference between the 270x and 270.
If you;re going to be overclocking, I recommend this. If not, then this. The XFX one has a lifetime warranty, so that's pretty awesome and worth $18.70.
If you pick the Gigabyte one, make sure your case has enough room to fit it. With either one, make sure your PSU has enough wattage. The AMD cards tend to be a bit more power consuming than their NVIDIA equivalents.

Seems like a good GPU under $200
It'll be a bit more expensive since you won't get certain Newegg discounts, but you can still find the cards for cheap on amazon
