There is an online, intro class offered in Florida. You can also start learning all about all the many rules of the waterways, as well as weather, reading charts, navigation, GPS navigation, and water behavior. Study the Keys specifically. Figure out what licenses that you will need and work on meeting that criteria.

The US Coast Guard has a navigation center site, and it's a great place to start. They also have a Boating Resource Safety Center. There is a paper book out as well. There is also an ebook, Handbook of the Nautical Rules of the Road. And check out Boating and Yachting Resources for more downloadable resources. And Fintalk. And there are so many more resources.

But you really will need firsthand practice on an actual boat. There are so many things and situations that books and articles cannot teach. You should keep a boat log of all hours spent out on the water in order to get the licenses you need as well.
