It's all about the planning. I plan all my outfits ahead of time, and often try them on before I pack the items if it's something I've never worn together before.
For this trip, I was super extra planny b/c it was going to be for such a long time, in a place where I didn't speak the language or likely fit in any of their clothes. I researched easily available toiletries, and learned that I wouldn't be able to easily find antiperspirant, but sunblock was everywhere.
I also researched how to handle 22 hours of traveling, and was glad I did! Neck pillow + eye mask + noise cancelling headphones + benadril = actually sleeping on a plane.
If you already have plenty of layers to keep you warm to 30, you may just need a good all purpose hard shell or soft shell? For winter commuting, I actually prefer a helmet compatible hood. I also try to be frugal with my commuting setup and prefer it to be all purpose gear.
My setup is 3 main pieces - a fleece, a mid weight synthetic coat, and a soft shell. I can generally mix and match down to stay comfortable below into the teens. I’ve slowly upgraded into nice technical versions, but started out with all cheap stuff from steepandcheap.com. I like this setup since it’s the same for hiking, biking, climbing, and compatibility with ski setup. Over the long run, my Arc Terxy year has lasted well and proven to be a frugal choice despite the seemingly high cost even on clearance, and you can slowly upgrade since it’s system of layers.
Fleece - any will do. I have a 10 year old Patagonia R2 that I use for every sport.
Mid weight synthetic jacket - I have the men’s version of Arc Teryx Atom jacket. This doubles as a plain casual coat for work. I’ve had mine for 6+ years and it still going strong.
Softshell - over the years I’ve got a couple shells. Mostly I rely on an Arc Terxy Hooded sofshell. The make great helmet compatible hood, so you don’t loose vision or comfort. I don’t lie wearing hats on the way to work so this keeps my ears warm. I first had the Squamish and eventually upgraded to something a little more heavy duty when it was on clearance. The Squamish and Atom are the two most versatile jackets I’ve ever owned. I still pull out the Squamish year round and the Atom even sees summer use in the mountains.

I've been looking for an insulated, water-resistant jacket, but nothing fit my 5'2", narrow-shouldered frame right. Then I found the Arc'teryx Sylva, and for 35% off in my size. It has an oddly narrow shoulder and tight chest, slightly short length, and high waistline that other reviewers complain about--which means it's effectively made for me. (It's also not super duper insulated, but I'm in Seattle, not Chicago.) Other than getting the sleeves hemmed, I'm set for winter.
I also picked up the Anemone bra others recommended here, and sure enough it's a great fit for me!
A week of taking online chances and winning.
Shoes: Cole Haan Zerogrand oxfords. Solid sole to walk in rain; comfortable enough to walk all day and even do a teeny bit of hiking; fancy enough that I can wear them with a dress or slacks to a dressy bistro.
Handbag: Rough & Tumble hobo pack. I personally like the lambskin leather because it looks nicer, but I'm hoping they bring back the beeswax linen for weight reasons. Tons of pockets; secure ziptop; can be worn over the shoulder, cross body, or as a backpack; lambskin version looks nice enough that I don't mind bringing it to fancy restaurants.
Clothes: not multifunctional, but I really really like my North Face Apex Bionic jacket in ikat print. Fashionable pattern makes it less technical looking; windproof which makes it very warm given its weight; waterproof; zip pockets.
I've never bought Uggs, but I can tell you that my North Face Fleece was worth every penny when I lived in Alaska. It withstood up to -20 without another jacket.
Edit: I got this one on sale for $45 at a local outfitter in Fairbanks, Alaska. It was super worth the money. As far as footwear goes, it's pretty impossible to find anything that keeps your feet warm past -30.

Fleece is a commodity item. Don't pay a premium price for this item as the material is the same and sewing fleece isn't nearly as challenging as something like a down jacket so there isn't much to gain in terms of quality here.
