Hi I know I am a little late but I am the opposite of your son and acfually developed an allergy to dogs when I was in middle school that has slowly gotten worse and now causes my asthma to flare up. I've gone to the hospital with asthma attacks twice due to my allergy to dogs a couple years ago. Now with that being said, i own a boxer and a rescued pit/boxer/lab mix who have never sent me to the hospital with allergy issues, despite being in a small apartment. I take one zyrtec every day, use an air purifier in my room, and try to vaccuum about once per week. In addition, there's a product called Allerpet that is like a dry shampoo for your dog. You can find it on Amazon or in some of the nicer pet stores. My boyfriend used to brush the boxer out on the porch when we first got him and rub him with allerpet and honestly I didn't even need to take my allergy medicine for a day or two because it takes away all the dander. Also bathing too often can actually dry the dogs skin out and make the dog's dander worse which creates more allergy problems.
Oh and everyone's allergies are different so do not listen to people who tell you to get a "hypoallergenic" dog like poodles, bichons, shnauzers, golden doodles, etc... They only shed less which does not necessarily mean they will have less dander as that comes from their skin. As long as you get a HEPA air purifier, vaccuum regularly (must be a HEPA vaccuum to get the allergens), and have some allergy medicine on hand (per my allergist, zyrtec is the strongest) , there should be no problem. However, if your son still has issues, I would highly recommend allerpet. I break out in hives if my faces touches my dog but after using allerpet I can cuddle him all day no problems.I hope this helps:) oh and here is a link for alllerpet: http://www.amazon.com/gp/aw/d/B000KNIFU4?pc_redir=1408079139&robot_redir=1

The allergies excuse is honestly why my SDiT is a poodle. I got tired of people with MILD allergies claiming that their disability had to be accommodated just as much as mine, including family members who refused to take allergy medications even when I offered them. Not to say that all allergy medications work (I personally know some that are as good as sugar pills for me), but it doesn't help when people aren't willing to meet halfway.

If the disability is so severe (and not just neurologically triggered -- like my cousin who breaks out when he so much as SEES a peanut) that a prone dog in the room will set it off, it's likely ANY hair present on clothing will also set it off. In which case, if it's that bad of an allergy and the symptoms are severe enough to interfere with life/work, the allergy sufferer may want to consider an oxygen tank. An acquaintance who is allergic to certain fragrances common in shampoos and perfumes has to do this every time he goes out the door.
