There is a small one on Amazon that has great reviews AND Some bigger ones here
I ended up getting the one I linked (http://www.amazon.com/gp/product/B00M56CJS8/ref=oh_aui_detailpage_o07_s00?ie=UTF8&psc=1). It does work but I'd suggest getting a larger one. It takes quite a bit of wind to lift the picavet and even then it's not perfect by any means. May be ok at the beach in a strong wind but elsewhere it's not going to have enough lift.
Just buy it and go fly it near a park with a bunch of kids playing around it. Occasionally yell, "Hey, Claire! Claire! Come over hear if you want to take over." No one will know that Claire ... isn't real.
(But don't get a Wal-mart kite; they fly for shit and break easily. Amazon has an awesome 7-1/2 foot puppy dog kite that we've been flying with my 4-year-old lately.)

If you don't leash or harness in and are somewhere where there are no people around, you'll probably be fine. Just keep in mind that having that harness point is how you adjust the power of the kite.

Practice kites stay up in way less wind. I don't find it that fun to fly an inflatable kite with not enough wind. And it ends up being more dangerous because it can fall out of the sky directly down wind of you, then power up and launch you when the wind picks back up. Sketch!

I bought this one for my kids. It’s cheap easy to fly and fairly well built. Nothing wrong with any of the other recommendations but this my be more suited for a non hobbits looking for his kids. IMHO
