Okay, basically you're saying pants "rotated". Hmmm...

Would some sort of a clip, one on each side of the center rear belt loop, clipping onto the pants, do anything?

Maybe something like this:

This should force the pants to stay in place. But if your pants are really slick, these can pop off. But maybe worth a try?
