All you need is a drill to attach it to and bobs your uncle. miracle stuff it just takes alot of time and elbow grease but it defiantly works great
I wouldn't say he got ripped off for the actual work that was done, which sounds quite reasonable - i.e. you got two new headlight units.
However, I wouldn't say that the work done was commensurate with the both the problem that needed solving and the value of the car - I'm guessing the total bill came to around £400?
As /u/NBALegend said, you could have polished them up with a kit like this one from 3M.
This is one of the reasons why going to a council-run MOT test station is a good idea - they won't try and push you into getting any failure points fixed there.
I'd add that if it's been sat for three years, he probably should (if he hasn't already) put some new tyres on and give it a good service (oil, filters, brake fluid etc).
