My fiance is in NoVA. We were told by the landlord not to put it on the outside of the door, and he didn't want to make a stink. So it's hung on the inside with this stuff. It's a super strong polyurethane tape, and it's easy to cut to the size needed. And it's definitely secure. Command strips should work, as well. I know a few people who have successfully used them.
