Are you seeing small white flakes when the cat is brushed/petted? (Just trying to rule out any other problems.)
I would recommend bathing the cat with a moisturizing shampoo designed for cats. Aveeno is a good brand - I also use Perfect Coat:

In all honesty, I bet you that your cat's diet is a large part of the problem, though. Do you feed kibble?
I love all dogs but cutie poopsies mutts are always my favorites! I also love all kitties but EVIL IS MY FAVORITE BREED MUAHAHAHAHA just kidding but really I have two cats so I can't answer this question and my favorite non-domesticated animals are SLOTHS BECAUSE LIVE SLOW DIE WHENEVER hahaha yeah...
