I've been using the ABEO HDVR-150 Mirror Dash Cam for close to a year now with no issues yet. Very easy to set up and install.

Comes out to be about $100 US right now. You place it over your mirror so it's harder to see. Good for the price.

Like most things police use a custom version would probably be made of course. This one off amazon supports up to a 32GB which would be roughly 80 mins of video at 1280*720. They could easily make one that held a terabyte hard drive and then you could record a month or two at a time.
