The cost is actually $899.99, knocked down to $233.99 by Amazon. The only Satanic summoning AMD did is trying to summon an evil spirit to convince you to spend way too much money by setting a list price of $899.99. Amazon, the truly devilish heroes, discounted the price by $666.00.
Keep in mind AMD had stock 5ghz 8 core CPUs.

If I had a spare £200, it's gone up a little since last time I looked.
If you're definitely looking for an upgrade, check out the FX-9590 which is the top end AMD processor currently, which fits your motherboard socket. It's 200 bucks, plus if it gets hot with your current CPU cooler, you can throw in a cheap 212 Evo. Your bottleneck right now is your CPU and upgrading it will solve your fps drop problems not just in Fallout 4 but in all games.
If I were you, I'd probably save a bit more money and build a new system minus the graphics card (I'd reuse the 1060), with the new AMD Ryzen CPUs which are about the same price but much more better than the FX-series CPUs. PM me if you have any question about PC building and cheers.
I wouldn't recommend selling it, as no one would pay more than €500 if they knew what they were doing. If you can't return it, your best option is to upgrade the CPU, then RAM.
This is the best CPU you can get for your PC, but even getting this would be a big upgrade. Maybe getting another 8gb of RAM on the future would be good too, but just getting a better cpu will make a difference.

The maximum TDP of the Cooler Master 212 is 180W. That means it can only effectively cool a processor of up-to 180W. The FX-9590 is a 220W processor; your heatsink simply can't keep up with it. I would suggest something like the Corsair H100i.
So I've narrowed it down. I would still like to somebody to tell me if I chose correctly though.

FX 9590 is just not a smart buy either way you try putting it, especially in OP's case; if he can afford a gtx 1070 and 32 gigs of ram, he can definitely afford 25 pounds more for a better CPU
For 25 bucks less you can get 8 cores instead of 4 that run 1,5 GHz faster.
