- OPTIMISED FOR STATIC PRESSURE: The fan guarantees extremely efficient cooling, even with increased air resistance, therefore, the P12 is particularly suitable for use on heatsinks and radiators
- HIGH QUALITY BEARING: Thanks to an alloy/lubricant combination developed in Germany, friction within the bearing is reduced and greater efficiency is achieved
- INNOVATIVE DESIGN: The innovative design of the fan blades improves the air flow and facilitates a highly efficient ventilation, the impeller was designed with a focus on minimzing the noise level
- LONG SERVICE LIFE: The Fluid Dynamic Bearing comes with an oil capsule that avoids lubricant leakage, thus this bearing is as quiet as a sleeve bearing but comes with a higher service life
- TECHNICAL DATA: Fan speed: 1800 RPM, Airflow: 56.3 CFM/95.65 m³/h (@ 1800 RPM), Noise Level: 0.3 Sone (@ 1800 RPM), Pin: 3-pin

Just one last follow question, I promise. Have you used the plain P12s with no PWM/PST? Are they the exact same thing except they just run at 100% all the time?
I included cooling fans (5 of them) in the part list. And you’ll need to buy a WiFi adapter. You can buy a USB one or a PCI one that will plug into your motherboard right under your graphics card. A PCI one will provide a better connection than a USB one. I’d only do that if a wired Ethernet connection isn’t an option though, I have to use a WiFi connection (no Ethernet available) and rarely see ping below 50.

Edit: JK I actually didn't include the cooling fans in that part list, here's the link

For radiators the higher static pressure fans are better at pushing air accross the fins.
There are a lot of options. I have be quite high speeds that are great. And I have a few gentle typhoons 1850 rpm in my build.
You can get good fans that wont break the back such as:
ARCTIC ACFAN00135A P12 Value Pack - Pressure-Optimized 120 mm Fan, Black https://www.amazon.com/dp/B07HC7P3HJ/ref=cm_sw_r_cp_apa_i_gZ5FDbMACSVGT
You can get the ML120 premium in a pack for around 30cad on sale (non-led). Alternatively, you can look at the following:
My readings shows that the Arctic Cooling fans are the best deal on a budget considering how well they perform sound and cooling wise. https://www.vortez.net/articles_pages/arctic_bionix_p120_review,1.html Also they backed it up with 10 year warranty so it must be something good.
Op I really recommend getting these:

I use that one, it has been working well for 2 years so far. Very quiet even at full power.

I would recommend pairing it with that reservoir.

Keeping with the theme of high performance vs cost, I recommend that radiator and fan combo.
