In closing, if nvidia just put more ram into their old tablet I would recommend it every time but because I ran into so many issues regarding ram limitations while I was putting extra stuff running in the background I was forced to switch to a larger ram tablet.
If you can control your multi tasking and don't run too many apps at one time then nvidia is for you.
But if you want more breathing area and room to play with then the Asus or Huawei is for you.
I only got the Huawei because at the time the Asus wasn't shipping to my country (Australia) but a month later they were.. ah well.. the Asus has more features, screen real estate and base storage than the Huawei for cheaper but the Huawei has some nice Harman Kardon speakers on each side in landscape so less chance of blocking the sound in landscape.. decisions decisions if I could try again I would get the Asus with LTE so it could be my phone and still have all the features but eh I'm stuck with this now until I figure out how I can replace it.

The ASUS ZenPad 3S 10 9.7 or the Samsung Galaxy Tab A 9.7-Inch Tablet would be great options for you.
For a bit more than the Zenpad 10, you can pick up the newer model. I've messed around with my friend's a but and it feels really smooth
Anyone playing the game on the Asus Zenpad 3S 10? I'm considering picking it up for work reasons and I wanted to know if the game runs well. It seems powerful enough with 4GB of RAM, but I might as well ask.
I could use advice on a new 10" tablet.
At some point I'm going to need to replace my ASUS Transformer TF701T.
3 nagging issues are getting to me.
So I'm about ready to move on, but I'm trying to keep it cheap as possible without feeling like I'm downgrading. TF701T really did feel quite amazing running some roms.

My recommendation in the past would have been a Shield K1 tablet but they're getting harder to find now that they're discontinued. The lowest price I see right now on Amazon is $320. Unfortunately tablets are in a weird place right now, where anything under $200 doesn't get you a lot, and then there's a jump to like $500-$600 with almost nothing in between. The only other comparable device might be the Lenovo Tab A10, but it's basically the same thing as the Fire or the Galaxy one.
The Asus Zenpad S8 4GB model might be a good choice. It's got a 2.3GHz Intel chip in it, but it's $350. My wife has the 2GB/1.8GHz version of that tablet we found for $160 at one point, and it's got the most beautiful screen I've ever seen on a tablet. That said, I don't know how the 1.8GHz model does for emulation, and I'm mostly just seeing the 1.3GHz version under $200 for it.
Sorry. The market's a bit screwy at the moment. With no real "gaming tablet" successor for the Shield tablet, It's a bit hard to recommend anything. Caveat emptor, as a lot of tablets have pricing all over the board but run on the same lower end chips ranging 1.3-1.6GHz.

The Huawei MediaPad m3 doesn't look too bad. Reasonable specs for the price, though it's above the budget you were looking at. Huawei and Xiaomi are surprise contenders in the tablet market, and you might find somehing decent looking at those brands.Scratch that. The Asus Zenpad 3s. For the price, that's probably the best bang for your buck and should perform well with PPSSPP. It's above your budget, but it's the best I could find that suits what you're looking for, as close to the price you're looking at. And with 4GB RAM in that thing with a QHD screen and 2.1GHz A53 Quad core chip, that's actually a good price for the specs at $287. It'll do well for movies, very, very good for reading, and be solid for gaming I think.
In fact, that thing looks nice enough that if anything happens to my Shield tablet, that'll likely be my replacement unless something better comes in the price range. And ASUS screens are gorgeous.
Tab S2 is a good choice, especially considering the S3 was intended as a "pro" tablet, isolating its market. However, I can imagine that an S4 will be announced in early Spring 2018, if you wanted to wait.
If you don't, I'd look into the S2, or even the ZenPad 3S10. A recent Android Police podcast gave a strong review for it. It launched with Marshallow and received Nougat in June.
From what I hear the Huawei MediaPads are the best for watching videos.

if all you're using it for is reading, you may like the Lenovo Yoga Tab 3 for the little handle thing it has. makes holding it to read a book pretty comfortable.

ASUS Zenpad Z500M seems like a better value right now unless you really want the updates quick or want a smaller form factor. I have one coming tomorrow and I'll be happy as long as it gets firmware updates eventually. You get a lot more for just $99.
I'm looking for a decent 10-inch tablet, either Android or Windows 10, mostly for the usual stuff: reading (books, academic papers, comics, manga), browsing, and watching videos. The best budget deal seems to be the ASUS Zenbook 3S 10. However, it has a worrying number of 1 star reviews from verified purchasers (12%) indicating near-DOA malfunctions. Also, it doesn't seem like ASUS is updating from Android 6 anytime soon.
I'm also tempted to spring for the Samsung Galaxy Tab S3, but it's got less RAM and disk space for over twice the price.
Any suggestions?

After 2 days of looking at 10" Tablet (8" looks too small) for 350€~ I'm a little bit lost, I'm looking for something that have a good battery, can handle multimedia without problem, not really interested by games and I will buy a bluetooth keyboard to write.
Due to differents taxes in France my choices are between the Asus Zenpad 3S 10 (Asus Z500M) and the Lenovo Yoga Tab 3 Plus, both are at 320€~ here in France.
Both of them have pros and cons but I'm not sure if I am in the right or if there is something else better than both of them for my use. I have poor knowledge of phone/tablet environment.
It's a little above your budget, but I'd recommend getting a ASUS ZenPad 3S 10 from Amazon Warehouse for about $250. It's USB-C, about 10" and runs great.
I picked one up last year and have been very happy with it. I mainly use it for board game aids and various digital board games :)
