Beyond getting wool socks, warm and waterproofed boots (I've had great luck with Red Wings and seen great things from a pair of Sorel), gloves (I don't even know the brandname of mine, I buy $10 or less pairs because I lose mine all the time), a warm hat, and a decent jacket (I've been wearing this one for a few years and it works fine), I recommend stockpiling things that layer well. On really cold days, I leave in a long sleeved shirt, under a t-shirt, under a hoodie-sweater, maybe under another sweater, all under a winter jacket, and I'm usually mixing and matching bits of that as the day gets warmer, I move in doors, etc.

As far as your dog goes, I'd say it depends on the type of dog, but I'd definitely consider it if they're <100 lbs.
