Well if your budget is extensive, sure you can go that route. I find polar pro expensive for almost no reason. I am sure they are a quality and trusted brand but ND4-16 for almost 100 bucks does not seem worth it to me. If you can get the ND+PL combo, I would recommend that over just separate PL and NDs. Sometimes you can only get a PL lens but its so bright out that you have to raise your shutter pretty high which I don't think you should do. I got these and they work well, this is the .ca site fyi:
