I bought this cart yesterday and it was perfect for my high school student budget. I did a lot of research and the quality is great for the price you pay. The reviews are great and it is on sale for $71 right now.

Something like this would be a decent start. They also have a little higher end one for about $120.
I'm going to guess it's the umbrella holder attachment for a 3 wheeled golf cart such as this.
