Those notches are for the cargo cover, but as that attaches to the lift gate the cargo cover itself would not be useful or user friendly.
You could though probably find a tension type rod that would fit inside those notches just to give you something to drape clothes over. Another thought, simple & maybe stupid, but some plastic milk crates. Right side up they would allow you to organize stuff. Up-side down they would give you a large flat platform for items to dry.
