I actually live in Miami and dont have internet (hurricane irma) :/
BUT i upgraded to that RAM and the ryzen 1600x hoping to get to 80fps but after the install i was only around 30.
the i did the BIOS upgrade (there was already 3 out at the time i dont know if there are NEWER ones) and i got me to 60fps.
still disappointing but MUCH better. reading you were at 80-120fps made me realize THATS WHERE IM SUPPOSED TO BE!

Also, I think your RAM is 2400, I linked 3200 ones because faster RAM is better with Ryzen, but you can drop down to 3000 if you want for cheaper.
if you're not intending on streaming you could probably drop to the 1600 and put the money into the GPU to get a similar if not the same experience. I'm just not sure with the price difference how much better you will be able to do at the GPU

I initially placed an order for the Corsair Vengeance ones in white with similar specs here https://www.amazon.ca/gp/product/B01EI5ZRQY/ref=ppx_yo_dt_b_asin_title_o00 but ended up cancelling for this instead (to save $20). Are there any real differences between the two other than the look?
Check the Qvl list before ordering ram, I did my research and currently running the cpu at 3.8Ghz with the stock cooler of the r5 1600.
Also I got this ram kit running at 3066Mhz with the tomahawk b350 arctic.

MSI B350M MORTAR ARCTIC Because mATX, with quite nice feature set (optical audio out, USB-C, etc). It being white is a bonus.
RAM (Hynix) Matching colour scheme; comparatively okay price.

Don't listen to the person saying i5 over i7. I5 is dead so if you can't afford the I7 then go for a ryzen build instead but I would personally stay with the 7700k.
For the GPU look at eBay at buying one second hand. With EVGA the warranty is transferable so buying second hand is very very safe (since it is still within the three year warranty).
You can see the GTX 1080 FTW (and also even the freaking FTW hybrid edition which is a beast). Has sold on ebay (by looking at recently completed listings) in the last three weeks for ~460. Doing that can give you the same (or better if he gets a hybrid) card with the same warranty and EVGA protection for 80$ (plus tax if amazon taxes you) less.
Doing those two things puts you down to $1260.

For the cooler, a single radiator AIO is not worth it for a CPU. So you need to either go cheaper for an aircooler (which would be comparable but wouldn't be good for overclocking) with the cryorig H7 for 35$ (bringing your total down to 1210) or go more expensive with the Noctua NHD-15 or corsair H100i for 80 (brining your total up to 1275).
Personally, I would upgrade the ram to something 3200mhz - you don't want to be locked down by slow ram with that killer CPU/GPU. For $20 more you can get this (also matches the case!):

Doing this all would put you between 1250-1300 and would be much higher performing in my opinion.
This would murder anything @ 1080P 60FPS (probably even 1080P 144FPS) and be future proof for a while.
I'm going to parrot the SSD advice. Better to get it now, even if it is a small one, for your OS to boot on.
It's not necessary, but Ryzen does recieve a performance boost from fast memory. I can't speak to the gains that you will receive from 3200mhz memory, but upgrading might be someone you want to consider. I have white Corsair Vengeance sticks @ 3200. These

Is my RAM not performing properly? I'm on a Ryzen 1600 with 8gbx2 of this RAM.
I set it to 2933 mhz in the UEFI, but when I run CPUZ it's showing me this.

I haven't tried tightening the timings yet with them, only had them for about 3 weeks though they've given me zero issues. I just set the voltage to 1.35v and enabled XMP 1. They booted up first try and then I went back and changed the command rate to 1t. They've been singing along without failure. 👍
